A couple observations on how to help downtown. First, do a complete overhaul of the department of building and permits. They are so beaurocraticized that they drive out and scare off developers.
Second, change the TIF rules. If someone doing an indepth renovation of a building under the prevailing wage requirement paid the stated rates then they would be paying more in wages above what are the actual local rates, than the developer would be getting back under the current TIF program; several times more.
